INTRODUCTIONIn this article, I am trying to describe the Dark side of  Make in Odisha Conclave -2022, which is so neglected industrialization after 75 years of Independence, even if the stable Government, rule over 22 years in the State of Odisha.

BRIEF OVERVIEW OF MAKE IN ODISHA CONCLAVE-2022

The Make in Odisha Conclave -2022, Odisha’s flagship investor summit of the Government of Odisha. This is the third edition of the event in Bhubaneswar, Odisha. This event will be from 30th November to 4th December 2022 at Bhubaneswar, Odisha.

The Investment summit has been a runaway success with the state getting 145 investment proposals worth RS. 7.26 Lakh Crore on the first day of the Global summit 1-12-2022.

Chief Minister Naveen Pattnaik said Odisha was on the way on its to becoming a trillion–dollar economy shortly. The first Make in Odisha conclave was held in 2016 and 2nd in 2018.

The third edition Make in Odisha conclave-2022 flagship investor summit organized by the Government of Odisha, with FICCI as the National Industry Partner, witnessed the presence of global leaders.

There are 54 industry captains, 12000 individual registrations, 212 exhibitors participants from 11 countries participants –Japan, Germany, Norway, Nepal, Bangladesh, Australia, Indonesia, Israel, China, Singapore & Thailand, and several industry leaders at this session.

The key focus of MIO(Make in Odisha) Conclave  2022 was to highlight the state’s policy and regulatory framework towards investors and entrepreneurs focusing on emerging business opportunities, investments, and the business ecosystems across the key sectors that the state of Odisha offers.

THE IMPORTANT HIGHLIGHTS OF MAKE IN ODISHA CONCLAVE-2022

(1)The MIO Conclave -2022 saw the launch of the Industrial Policy Resolutions 2022, which focuses on making Odisha the destination of choice for industrial enterprises across the country and Globally.

(2). For the first time in any state investors, conclave, 5 financial institutions attended an investment summit which included BSE, NSE, SIDBI, AND IFC of the World Bank Group.

(3)MOUs were also signed with BSE  and NSE  and Govt. of Odisha wii be for assisting the MSMEs in the state to get listed their MSME business  on Exchange of BSE& NSE.

(4)Partner countries and diplomats –His Excellency Hiroshi Suzuki, Ambassador of Japan to India, His Excellency Hans Jacob Frydenlund, Ambassador of Norway to India, His  Excellency Dr.Shankar Prasad Sharma, Ambassador of Nepal to India and Mr.Manfred Auster, Counsel General, Consulate of the Federal  Republic of Germany in Kolkatta were present at the plenary session held today.

(5)Industry secretary Hemanta Sharma said 21 MOU were signed on the first day of the conclave while the state received 67 investment proposals including Rs. 1Lakh Crore investment by Sajan Jindal’s JSW Group.

(6)JSW Group Chairman  Mr.Sajan Jindal said the group will invest Rs. 1 Lakh Crore more in Odisha to set up a steel plant in Paradeep and a silicon metal plant to produce solar panels.

(7)The Adani Group, which has invested  Rs. 7600 crores in Odisha said its planned capital investment will be exceed of  Rs. 60,000 Crore  or more over the next ten years in the state of Odisha’ Industrialasition.

Mr.Karan Adani the chief executive officer of Adani Ports and SEZ LTD. The company is planning for 35 berths and a 5MT LNG terminal at Dhamara Port, an Alumina refinery, and an iron ore project which will create thousands of jobs in the state.

(8)Vedanta Limited, India’s largest producer of aluminum, announced the foundation stone laying of the Vedanta Aluminium Park, a joint venture between Vedanta Aluminum and the Odisha Industrial Infracture Development Corporation in the Jharsuguda district.

It spread across 253 acres. The Vedanta Aluminum Park will be one of India’s largest metal parks for aluminum-based businesses. Odisha has more potential to become the aluminum capital of the World.

Over the years said  VEDANTA Chairman Mr.ANIL AGARWAL. This Invest will create direct and Indirect livelihood for 5 Lakh people in the state. The Aluminium park at Jharsuguda district of Odisha state  will be bring more downstream players to ODISHA to establish the  industrialization in the state.

(9)Mr. Abhyudaya Jindal, Managing Director, Jindal Stainless, announced the Foundation stone laying of Jindal Stainless Steel Park in the presence of the Odisha  Chief  Minister. He firmly believes that this step will benefit the MSMEs to a large extent and make the State of Odisha a role model for other states.

(10)In the Make in Odisha Conclave, Mr. Lakshmi Niwas  Mittal, Executive Chairman, Arcelor Mittal, said in JV with Nippon Steel, we are setting up a 24 million tonnes plant unit in Odisha.

(11)Mr. TV Narendran, CEO & MD, Tata Steel Limited said We appreciate how the Government of Odisha is progressing and are happy to be a part of the journey. We already have a production capacity of 8 million tonnes in the state and this fiscal, we are planning to double the capacity.

(12)Chief Minister Mr. Naveen Pattnaik of Odisha, said that  Odisha is the major force in the field of mining and minerals-based industries. The state has attracted major investments in steel and aluminum projects and will emerge as the global hub in these sectors by the turn of the decade.

There are also more opportunities in food processing, exports, textiles, and so on to invest in Odisha. Odisha government will provide the best support system.

However, we are also ambitious to develop Odisha in other sectors too. We are making huge capital Investments in improving our transport in fracture, express Highways, Railways, Airports, and Seaports. We are a pioneer in electricity reforms and have successfully created the framework and Investment towards quality affordable energy.

Our focus on creating quality education through high schools, transformation, world-class higher educational Institutions, the Skilled in Odisha program the World Skills Centre, and providing quality affordable healthcare systems, which  will be enable social capital and support the industries in Odisha  with highly qualified human resources.

The Make in Odisha Conclave-2022 aims to provide a platform for industry participation and discuss growth and development opportunities for key sectors like agro & food processing, and tourism. IT 7 ITE’S, mining, & metallurgy, chemicals and petrochemicals, and Green Energy.

It is one of the major expectations from this investment summit is to build the State of Odisha as a champion in the concerned areas of the business.

Odisha is destined to become a trillion–dollar economy soon. We will emerge as the gateway to East to Southeast ASIA. I invite all of you to come and invest in New Odisha.

THE DARK SIDE OF (MIO) MAKES IN ODISHA CONCLAVE FOR INDUSTRIALISATION IN ODISHA.

 (1)Participation of Odiya Entrepreneur in MSMEs is very low as compared to the state of GUJARAT.

As per the Govt. of India annual report of MSMEs Enterprise (2020-21), the State of Uttar Pradesh has the largest number of estimated MSMEs with the largest share of 14.20% of the total MSMEs in the country.

West Bengal comes 2nd position in India with 14%, whereas Tamil Nadu & Maharashtra  each 8%, stands 3rd position in India  Karnataka 6% and Gujarat  & Rajasthan each 4% ,

But our state Odisha is Less than 1%, for which Odisha state is not developed industrially till 2022, after the completion of 75 years of Independence.

Why do Odiya people not at all give the interest to do Business in the state of Odisha?

(2) There is no Eco system developed with large Manufacturing Units to grow with the MSMEs sector in Odisha.

India has more than 7.9 million MSME Enterprises as of 27th March,2022.according to the Ministry of Micro, Small & Medium Enterprises. MSMEs provide large employment opportunities in India   at lower capital costs than the large industries group.

As per the 73rd National Sample survey(2015-16), India’s MSME sector comprises that there are 63 million units and has created 111 million jobs in the country.

The state of GUJARAT alone produces 16% of the industrial production of the country. Gujarat state in the country only has 3.5 Million (35Lakhs of MSMEs) Units in the state, which are the key source of employment and play an essential role in the larger Industrial ecosystems.

But in the state of Odisha only 3.91 Lakh MSME Units by the end of 2018-19. There is no ecosystem in Odisha with larger manufacturing Units in the state of ODISHA.

Why Odiya people are not interested for develop their business to World Class in Odisha?

(3)Very Low Amount of Financial support from Banking Institutions  to MSMEs Sector in Odisha:-

2.86 Lakh crore was sanctioned for the ECLGS scheme to the MSME sector in India.

A Loan Amount of Rs.18,996 Crore was extended to MSMEs in Gujarat under the Emergency Credit Line  Guarantee Scheme (ECLGS) till  21st Jan 2021. Gujarat is the third highest borrower state in India. Maharashtra state is the highest borrowing state in the country Rs.30,324 Crore and Tamil Nadu is the third Rs.20,903 Crore.

The largest public sector bank SBI  offers loans to 20,182  MSME enterprises, sanctioned Rs.644.82 Crore. SIDBI, sanctioned  Rs. 1000 Crore to Odisha  Govt. for development of MSME  clusters, credit to small business in 2022. Which is very very as compared to Other developed states of Gujarat & Maharashtra.

Why in Odisha Financial Institutions not taking an Interest to give financial support to New and existing Businessman to grow the Industry?

(4) Odisha state is very rich in Metals Minerals But very Low in Exports as compared to Gujarat.

The state of Odisha is a leading producer of Chromite, Graphite, Bauxite, Manganese ore, Iron Ore, Sillimanite, Quartzite, Pyroxenite, and Dolomite.

Odisha is the 8th Place in India in NITI Aayogo’s export index 2021. But the state of Gujarat is the No1 position 2nd is Maharastra and the 3rd is Tamil Nadu.

The state of Odisha Exports as per (15-16) financial data shows that:-

(a)Engineering & Chemicals  allied products   Rs. 7.85 Crore

(b)Minerals Products                                         Rs.14.47 Crore

(c.)Agriculture & Forest Products                     Rs.1.33 Crore

(d)Marine Products including Fish                    Rs.11.22Crore

Gujarat mainly exports petroleum products, pearls, precious metals, semi-precious stones, and organic chemicals.

The Only state Gujarat exported only Rs. 8.37 Lakh Crore in the financial year 2021-22, Maharashtra exported 4.90 Lakh Crore, and  Tamil Nadu 2.34 Lakh Crores.

Though the state of Odisha is very rich in Metals & minerals, then why have the Industries not excelled in the export records than other developed states in India?

(5) Odisha state is very Low in Infrastructure facilities than other developed states GUJARAT:-

In Gujarat State:-

(i)Railway Line- As per FY2020-21 total 5301. Kilometer. In Odisha, it is only 2652 Kilometers.

(ii)ExpressHighwaysRoad:- State Highways-18556Kilometer &National Highways3229 Kilometer.District Road is 31,231 Kilometer.

But in Odisha, the express highways are only 2587 Kilometers. National Highways 9493 Kilometer.

(Iii) Electricity connection-As per 2020 records 1,38,44,,146 domestic consumers in Gujarat state. The state has 96% electrification as of 2022. But in Odisha, only 78.9% has electrification completed.

(iv)Airports & Ports:-The No of Domestic airports in Gujarat is 9. International Airports is 3 in the state of Gujarat. But in Odisha domestic Airports are 9 and 1 International Airport.

There are 42 non-major ports in Gujarat & 1 Major port –Kandala at Gujarat. But in Odisha only 13 Ports and 1 Major port is Paradeep.

(v)Hospital facilities:-There are 2236 Hospitals  & 41129 Bad in Gujarat state but in Odisha only 1799 Hospitals and 16497 Bad available in the state.

My Conclusion:-

The GDP of Gujarat is Rs. 19.44 Lakh Crore as per (the FY21-22) report. Gujarat is 3rd in rank in India.GDP per capita  is Rs. 241,507. Per Capita Income Gujarat is 10th in rank in India. Gujarat is the 9th most populous state in India with a population is 60.4 Million.

GDP of Odisha  Rs. 5.86 Lakh Crore as per (FY21-22).GDP rank is 16th in India.GDP per capita income is rs. 1,27,383.Odisha is the 11th largest population state in India having a population of 45.4 Million.

As per the report 2019,(HDI) Human Development Index, the Gujarat state position is 21 and the Odisha position is 32, which is very low according to Income, health, and education.
