Introduction:

Naveen Patnaik-in 24 years of Leadership, is an Indian politician who served as the 14th Chief Minister of Odisha from 5th March 2000 to 5th June 2024. His 24-year reign of leadership was the second longest for a chief minister of any Indian state.

He is the first president of the BIJU JATATA DAL( BJD) since 1997. He served as the Union Minister of Steel and Mines from 1998 to 2000 and a member of the Lok Sabha from Aska from 1997 to 2000.

Early Life of Naveen Patnaik: 

Mr Naveen Patnaik was born on 16th October 1946 in Cuttack to Biju Patnaik, former Chief Minister of Odisha and his wife Gyan Devi. He was educated at the Welham Boy’s School in Dehradun and later at Doon School.

At Doon, he was a classmate of Sanjay Gandhi and three years junior to Rajiv Gandhi, who later became Prime Minister of India. After school, he went to the Kirori Mal College of Delhi University and obtained a Bachelor of Arts College Degree.

Naveen Patnaik is a writer and had for the most part of his youth been away from both politics and Odisha. But after his father Biju Patnaik’s demise, he entered politics in 1997. In the same year, he founded Biju Janta Dal( BJD) named after Biju Patnaik.

His party won the state election with the BJP as its alliance and formed the government in which Naveen Patnaik became Chief Minister. His mild mannerism, stand against corruption and Pro-poor policies have resulted in the development of a huge support base in Odisha.

Like his father, he managed to control the bureaucracy and transformed it into a machine for the development of the state.

He is also one of the founding members of the India National Trust for Art and Cultural Heritage. His elder sister is a writer Gita Mehta and his brother Prem Patnaik.

Election 2000

In the 2000 Assembly election BJD( Biju Janata Dal) won the majority of seats in alliance with the BJP in the Odisha Assembly elections, Patnaik resigned from the Union cabinet and was sworn in as the Chief Minister of Odisha.

Election to the Odisha Legislative Assembly was held in February 2000 to elect members of the 147 constituencies in Odisha, India. 

The Bharatiya Janata Party and Biju Janata Dal fought the election together as NDA. The National Democratic Alliance won the most seats and Naveen Patnaik was appointed as the Chief Minister of Odisha. Here BJD  won 68 seats and BJP won  38 seats.

 

Election 2004:-

BJP-led NDA lost the general election in 2004, however, the coalition led by Naveen Patnaik emerged victorious in the state legislative election and he continued as the Chief Minister.

Elections to the Odisha Legislative Assembly were held in April 2004 to elect members of the 147 constituencies in Odisha, India. The Bharatiya Janta Party and Biju Janata Dal fought the election together as NDA.

The National Democratic Alliance won the most seats and Naveen Patnaik was re-appointed as the Chief Minister of Odisha 2nd time. In this election, the BJP won  38 BJD 68 and Congress 26 seats.

 

Election 2009:-

In the Loksabha and Legislative Assembly of the election of Odisha in 2009, BJD walked out of the NDA after severing ties with the BJP and joined the nascent Third Front constituted mainly by the Left Front and a few regional parties.

The BJD won a resounding victory in both the Vidhan Sabha ( State Assembly) as well as the Lok Sabha election 2009 winning 145 out of 21 Loksabha seats and 103 of the 147 assembly seats and was sworn in as the Chief Minister of Odisha in the third consecutive term. Naveen Patnaik’s leadership won as 3rd time chief minister in Odisha.

Election 2014:-

Naveen Patnaik won a huge victory in both the 2014 Indian general elections and the Legislative Assembly of Odisha election in 2014. Naveen Patnaik Biju Janata Dal secured 20 out of the 21 Loksabha seats of Odisha and 117 of the 147 Odisha Vidhan Sabha seats. Naveen Patnaik’s leadership won the 4th time as chief minister of Odisha.

Election 2019:-

In spite of a strong BJP wave across the country, the Biju Janata Dal, under the leadership of Naveen Patnaik won as many as 112 seats of 146 in the Legislative Assembly of Odisha and 12 out of 21 Lok Sabha seats in the 2019 Indian general election. Naveen Patnaik’s leadership won the 5th time as Chief Minister of Odisha.

Election 2024:-

Naveen Patnaik Biju Janta Dal was voted out of power in the 2024 Odisha Legislative Assembly election as his party managed to win only 51 seats in the Legislative Assembly in Odisha.

In the 2024 election, Naveen Patnaik’s 24-year rule ended after the defeat of both Loksabha and the Legislative Assembly.

Naveen Patnaik himself was defeated in the Kantabanji constituency, marking his first political defeat, although he managed to win in the Hinjili Constituency.

His party BJD also had a disappointing moment in the 2024 Indian general election as they failed to win a single seat out of 21 for the first time.

 On the other hand, the BJP swept in Odisha and formed the government for the first time. They also won 20 Lok Sabha seats out of 21. In 2024 Naveen Patnaik’s leadership(BJD)now the former chief minister in 2024.

Naveen Patnaik's Achievements in 24 Years of Leadership: 

1.In the 2024 Assembly election results in Odisha ended the reign of one of India’s most powerful regional leaders Naveen Patnaik.

 2.His party Biju Janata Dal(BJD) could muster just close to 50 seats,         way behind the majority of 74 seats in 147 member Assembly.

3.The United Nations in 2013, felicitated Naveen by presenting a citation for his government’s handling of Cyclone Phailin which hit Odisha in October 2013.

4.The body also announced that the state’s efforts would be highlighted as a model for disaster management program globally.

6.Naveen was also invited by the International body to attend the 2015. The third UN World Conference of Disaster Risk Reduction(WCDRR) was held in Sendai, Japan from 14 to 15 March 2015.

7.The United Nations in 2019, complimented Naveen for his government's proposal reserving 33% of seats for women in the National Parliament as well as in the Legislative Assembly.

Why BJD(Biju Janta Dal )-Fail in the 2024 General Election in Odisha.

The reasons why the BJD ( Biju Janta Dal) party may have failed in the Odisha 2024 general election:-

Anti-Incumbency Sentiment:- After a long period in power, there might have been a growing sentiment against the BJD due to issues like perceived corruption, government failure or unfulfilled promises.

Leadership Issues:-If the party faced challenges in leadership, such as internal conflicts or a lack of effective leadership, it could have impacted their electoral performance negatively.

Economic Discontent the state’s economy faced a downturn or if there were widespread issues like unemployment, inflation or agrarian distress, voters might have blamed the ruling party for their economic woes.

Opposition Unity and Strategy:- If the opposition parties successfully united and presented a strong alternative or if they effectively capitalised on the BJD’s weakness it could have eroded the BJD’s electoral base.

Failure to Address Key Issues:- If the BJD failed to effectively address key issues important to the electorate such as health care, education, fracture or environmental concerns, voters might have felt disillusioned and opted for change
